Non-public Higher Education in Vietnam in the face of new challenges

Abstract :More than 30 years after their establishment, Vietnam’s non-public universities have made significant contributions to the country’s education sector. Rapid growth in the first decade, a deceleration in the second, and marked differentiation in recent years show a diverse picture across stages of development. This trajectory has been closely tied to state policies and legal regulations. With a revised Law on Higher Education to be issued in 2026 and Resolution No. 71-NQ/TW in 2025 on fundamental reform of Vietnamese education recently issued, non-public universities will face both substantial opportunities and challenges in the coming period. This paper analyzes the challenges confronting non-public universities in mobilizing resources for investment and development.
