Institutional Resilience and Governance Mechanisms in Conflict-Prone Land Governance

Abstract : This study examines how institutional resilience is enacted through governance processes in conflict-prone land governance contexts. Existing research primarily conceptualizes resilience as a set of capacities, while giving less attention to the governance processes through which these capacities operate in practice. This paper develops a framework that distinguishes participatory governance as an activation process and conflict management as a stabilization process. The framework further proposes differentiated pathways in which learning capacity activates participation, buffering capacity supports conflict stabilization, and adaptive capacity operates across both processes. The analysis contributes to understanding how institutional resilience shapes governance under conditions of persistent conflict
